Parking

Parking is defined as “stationing a vehicle, with or without a driver in attendance and irrespective of time of day or length of time the vehicle is stationed.”

The college provides free parking lots and garages for use by students, faculty, staff, and visitors.  Parking regulations are in effect 24 hours per day, seven days per week. Vehicles found in violation of college parking regulations are subject to citation and towing at the owner’s or operator’s expense.

The responsibility of finding a legal parking space is the responsibility of the motor vehicle operator. Parking lots and garages cannot be marked in every prohibited location; therefore, parking is limited to designated areas only.  Lack of available space is not a valid reason for violating these regulations. Disregarding a regulation without receiving a citation does not invalidate the regulation or make it unenforceable.

Parking Permits

All students driving vehicles on campus are required to register their vehicles. Parking hang tags can be obtained from the campus safety office on the first floor of the Rouse Company Foundation Building.

To obtain a permit, the following must be provided:

  • Proof of enrollment at HCC
  • A valid photo ID
  • License plate number and description of vehicle

Designated Parking

Parking areas are marked by colored lines and signage indicating authorized use:

  • Blue-lined spaces — Accessible parking for persons with disabilities.
  • Yellow-lined spaces — Employee-only parking.
  • Green-lined spaces — Low-emitting and fuel-efficient (LEHE) vehicles and carpool parking. LEHE eligibility is determined by the U.S. Green Car Council; approved vehicles must display the required rear‑bumper sticker.

Electric Vehicle Charging

The college provides stations for electric vehicles that are available to HCC students, faculty, and staff. Electric vehicle charging spaces are reserved exclusively for electric vehicles actively connected to a charger.  Chargers can be found in the following locations:

  • The first floor of the East Garage
  • The second floor of the West Garage
  • Additionally, BGE also operates pay chargers in Parking Lot C. They accept credit cards or pay apps.

Please note that use of these charging stations requires a ChargePoint account. The operator must use a ChargePoint card or mobile phone application, and verification is completed using the operator’s HCC email account.  Creating ChargePoint account requires a credit card for setup, but no charges will be applied.

After creating a ChargePoint account, operators must go https://chargepoint.app.link/zFgdaOXwDzb to request a connection at either 5600 Faculty Drive (East Garage) or 5071 Campus Drive (West Garage). Once approved, operators may charge in either the East or West Garage. ChargePoint will contact the Environmental Health and Safety (EHS) Department to verify the operator’s HCC status before access is granted.   

Operators may contact the college’s environmental health and safety department in the Facilities office for additional information and assistance.

Charging Station Rules:

  • Spaces are reserved for electric vehicles only.
  • Vehicles must be connected to the charger while parked in a charging space.
  • Charging time is limited to two to three hours.
  • Stations are available 7:00 a.m.–11:30 p.m.
  • Vehicles must be moved promptly after charging is complete.
  • Violators may be ticketed or towed.

Motorcycle Parking

Motorcycles  may park in a single space or in designated “Motorcycle Only” areas in campus garages. Motorcycles may park within a single standard space or in designated motorcycle areas in the following locations:

  • Second, third, and fourth floors of the East Garage (Burrill Galleria entrance)
  • First and second floors of the West Garage near the Hickory Ridge Building
  • In red-marked motorcycle areas on all levels of the West Garage

Towing and Enforcement

Vehicles parked in a marked fire lane, blocking an entrance, or impeding traffic, or otherwise improperly parked on campus, may be subject to towing at the owner’s expense. Abandoned cars, absent extenuating circumstances, may be towed at the owner’s expense 24 hours after a towing notice has been issued and affixed to the vehicle. Campus Safety maintains records of all towed vehicles, and towing provider information is posted on campus signage. This does not necessarily apply to repossessions by a private company or impoundments conducted by the Howard County Police Department.

Abandoned vehicles may be towed 24 hours after a notice is issued, unless extenuating circumstances apply.

Overnight Parking

Operators must notify the Campus Safety Office if they need to leave a vehicle or bicycle on campus overnight. The college is not responsible for theft or damage to vehicles or their contents.
